Siting Policy For Industries

West Bengal State

West Bengal Pollution Control Board in consultation with the concerned departments of the State Government categorized the industries in descending order of pollution potential as Red, Orange and Green categories alongwith a clear siting policy for entry level restriction. This siting policy is in place from 1998. But from our practical experience it is found that the entrepreneurs propose the new industries violating the siting policy and when they appear before the Board for Environmental Clearance, the Board has no option but to refuse the said application. It is felt that before selection of a site for any new industrial development the entrepreneur should be aware of this siting policy. It is the responsibility of the promoting departments, the first port of call of the entrepreneurs, to ensure this.

Red category (Special Red & Ordinary Red)

Industries mentioned in the list of Special Red and Ordinary Red category cannot be permitted in Municipal areas falling under Kolkata Metropolitan Area (KMA). These can however be set up beyond the Municipal areas of KMA with adequate pollution abatement system subject to site clearance by local bodies. However, for the categories of industries in serial number 36, 51 and 54 of the list of Special Red and serial number 31 of the list of Ordinary Red, the consideration for siting in KMA will be location specific and will be decided by the Board.

Orange Category

Industries mentioned in the Category list can be permitted in all municipal areas other than Kolkata Municipal Corporation (KMC) area and Howrah Municipal Corporation (HMC) area [except added areas of HMC] or within Industrial Estates in case of KMC & HMC area with adequate pollution control measures subject to the condition that the site clearance should be obtained from the Municipal authorities for siting up of new units. However, for the categories of industries in serial nos. 2, 3, 18, 19, 21 & 45 of the Category list, the consideration for siting outside industrial estates in KMC & HMC area will be location specific and will be decided by the Board.

Green Category

List of industries that can be permitted in any area with adequate pollution control measures subject to site clearance by local body. Restriction on siting of industries at Bhangar, 24 Parganas (South)

Certain water intensive polluting categories of industries are not permitted in the area of 10 km. radius of the periphery of the proposed leather complex at Karaidanga. The list of Mouzas are available at WBPCB Head Office.
